Vehicle and driver registration (vehicle pass issue)
During the 137th Inter-Parliamentary Unit Assembly, vehicles will only be permitted into the allocated pick-up/drop-off zones and parking areas if they have a 137th IPU Assembly vehicle pass. Registered vehicle drivers should also obtain a badge beforehand.
A vehicle pass is issued for a certain vehicle and contains its licence plate number and model. If the pass or driver badge is transferred to third parties, they will be cancelled.
You will need to fill in the registration form to obtain your vehicle pass and driver badge.
We recommend you attach the vehicle pass to the right side of the windscreen from the inside.
A vehicle pass grants registered vehicles access to the allocated drop-off zones and parking areas:
in the points of arrival and departure (Pulkovo Airport, Moskovsky and Finlandsky Railway Stations);
at IPU Assembly sites (Tavricheskiy Palace, Parliamentary Centre, Expoforum Convention and Exhibition Centre*);
at cultural programme venues (Marble Palace, Mariinsky II (Mariinsky Theatre New Stage), and the Catherine Palace).
* Please note: heads of delegation may acquire a special vehicle pass granting access to the Expoforum Convention and Exhibition Centre (Congress Centre).

Vehicle pass and driver badge issue
Vehicle passes and driver badges are issued in registration pavilion in the Tavricheskiy Palace.

Vehicle passes and driver badges may be acquired by drivers or their authorized representatives upon presentation of an identification document (passport).
