Press Centre 

The Press Centre of the 137th Inter-Parliamentary Union Assembly is a modern, interactive area which provides a convenient space for media representatives to carry out their work. The locations of the Press Centre are the ExpoForum Convention and Exhibition Centre (first floor) and Tavrichesky Palace.

Access to the Press Centre will be available to media representatives, representatives of media partners, and employees of the host broadcaster accredited for the 137th Inter-Parliamentary Union Assembly. A badge is required, which can be collected from designated accreditation points.

Work stations for media representatives

Media work area

Location: ExpoForum Convention and Exhibition Centre, first floor

Total area: 182 m²

Purpose:

Work area for media representatives, containing stations across all rooms. Work stations cannot be reserved by journalists or media organizations.


Media work area

Location: Press Centre (Tavrichesky Palace, West [right] Wing, first floor)

Room numbers: 321, 322

Total area: 84 m² and 54 m²

Purpose:
Work area for media representatives, with rooms containing pre-equipped work stations and stations where journalists and media organizations can use their own equipment. Work stations will not be assigned to individual journalists or media organizations.

Spaces for press events

In order to ensure a comfortable working environment for media representatives, the Assembly venue also has a hall for press conferences (in addition to the media work area).

Information services

Information and Services Centre

The Press Centre has an Information and Services Centre where you can obtain information regarding access to Assembly events, changes to the programme, lists of services offered, announcements of press events, and other information, both in Russian and in English. In the event of any technical difficulties with Press Centre equipment or your own personal equipment, please contact our technical support service.


Distribution of press releases

Press releases (announcements) for press events will be made available at the information stand located at the entrance to the Press Centre. All materials will be available in both Russian and English.


Wi-Fi

Free Wi-Fi Internet access will be provided throughout the Press Centre.

Tavrichesky Palace, ground floor (Catherine Hall)


Purpose: Points for interaction between participants in the official programme and media representatives. Live media stands are decorated in the 137th IPU style and equipped with sound amplification systems.

Open Studio

During the 137th Inter-Parliamentary Union Assembly, the Catherine Hall of Tavrichesky Palace will be home to the Open Studio – a compact pavilion for recording interviews. The Catherine Hall is located next to the Dumsky Hall, where the main events of the Assembly will take place.


Equipment in the studio:

Three FullHD 1080i cameras with video desk, permitting editing and recording in real time; lighting equipment, and radio systems with audio desk. The Open Studio includes a backdrop with a 137th IPU Assembly logo. It is also possible to turn the cameras around to capture a panorama of the Catherine Hall, which parliamentary representatives taking part in the Assembly will be moving through between sessions.

Live broadcasts

Vmeste RF – the television channel of the Federation Council – will be broadcasting both from Tavrichesky Palace (Dumsky Hall and hall 11) and from the Parliamentary Centre (multi-functional hall).

A list of events being broadcast, together with the status ‘live broadcast’ or ‘pre-recorded broadcast’, will soon be available on the website.

The signal from events at the 137th Inter-Parliamentary Union Assembly will be carried on lines provided by national communications carrier Synterra Media. To reserve lines and for enquiries concerning connections, television companies should contact Synterra Media directly.

Host broadcaster

Russia Television and Radio – the event’s host broadcaster – will provide the international television feed from the 137th Inter-Parliamentary Union Assembly Opening Ceremony. The live broadcast signal will further be conveyed to the television and sound network booth and to the input of HD/SDI/1080i/50 fibre-optic communication lines with embedded audio: international audio with 6 simultaneous interpreting signals, and also to plasma-display panels installed in the Press Centre.

Outside Broadcasting Van Zone

Location: Positions for outside broadcasting vans are located in close proximity to the ExpoForum Convention and Exhibition Centre.

Purpose: broadcasting vans allow media representatives to conduct live broadcasts and transmit video materials to editors.

Accreditation rules for media representatives

1.         General provisions

1.1. Accreditation of media representatives at the 137th Inter-Parliamentary Union Assembly is carried out in order to ensure appropriate conditions for media representatives to prepare and disseminate complete and accurate information about the 137th Inter-Parliamentary Union Assembly events.

1.2. Accreditation of media representatives is mandatory for attendance at the 137th Inter-Parliamentary Union Assembly events.

1.3. While carrying out their work, media representatives must respect the rights and lawful interests of the 137th Inter-Parliamentary Union Assembly participants and staff, and comply with generally accepted ethical standards.

1.4. In an effort to provide the most comfortable working conditions and prompt access to all necessary resources, and the limited infrastructure capabilities of the event venue, the number of media representatives that the 137th Inter-Parliamentary Union Assembly is able to accommodate is limited.

1.5. The the 137th Inter-Parliamentary Union Assembly Organizing Committee may increase the quota upon receipt of an official request from a media organization if there is a valid reason for such a request.


2.         Accreditation of media representatives

2.1.      Accreditation procedure

Both Russian and international media representatives can apply to participate in the 137th Inter-Parliamentary Union Assembly, subject to the following conditions:

– those who normally work in the Russian Federation must be accredited by the Russian Ministry of Foreign Affairs

– international media representatives not accredited by the Russian Ministry of Foreign Affairs, in addition to submitting an application via the official website, must also send a letter to the 137th Inter-Parliamentary Union Assembly Organizing Committee requesting accreditation for the 137th Inter-Parliamentary Union Assembly on their organization’s official letterhead (sample letter)

2.3.      Procedure for issuing accreditation badges to media representatives

– There is a record of a confirmed accreditation in the 137th Inter-Parliamentary Union Assembly database

– Upon presentation of a valid passport (whose number must match the number provided in the application form), and:

– For Russian media representatives: upon presentation of media credentials or, in the case of badges issued under power of attorney, upon presentation of an official letter on the media organization’s letterhead with the signature of the head of the organization or head of HR, and the organization’s official stamp (sample letter)

– For international media accredited with the Russian Ministry of Foreign Affairs: upon presentation of a Russian Ministry of Foreign Affairs accreditation card

– For international media not accredited with the Russian Ministry of Foreign Affairs: upon presentation of media credentials (press card)

When official information or direct quotations from Assembly participants are used in media materials, they should be accompanied by a reference to the 137th Inter-Parliamentary Union Assembly, and the source of the information must be credited. Electronic media should include a link to the 137th Inter-Parliamentary Union Assembly website. Alteration, embellishment, or distortion of any copied (cited) information is strictly prohibited.
