Registration of media representatives 

for the 137th Inter-Parliamentary Union Assembly

will take place
from 1 August  to 20 September 2017

Please read the media accreditation rules in the Press section of the 137th Inter-Parliamentary Union Assembly website carefully before filling out your registration application.

To ensure comfortable working conditions and instant access to all the requisite resources, the number of media representatives who may take part in the event is LIMITED.

To apply for accreditation:

1.         Fill out a registration application on the official website of the event.

Please take careful note of the requirements for badge photos:

– colour photo in JPEG format

– 3×4 ratio

– resolution of at least 480×640

– full face, no head coverings

– face must take up at least 70% of the photo

All media representatives from your organization who wish to cover the 137th Inter-Parliamentary Union Assembly may be included on a single application (step 4 of the application: Media Organization Representatives).

Information on the status of your application, as well as any other additional information, will be sent to you at the email address you specify as your contact email (step 2 of the application: Contact Details).

2.         Within two weeks of submitting the application, send a cover letter from your media organization to the 137th Inter-Parliamentary Union Assembly press office at media@roscongress.org or by fax to +7 (812) 406 7709.


Applications submitted without cover letters will not be considered.

The Organizing Committee of the 137th Inter-Parliamentary Union Assembly reserves the right to refuse accreditation.

Accreditation rules for media representatives

1.         General provisions

1.1. Accreditation of media representatives at the 137th Inter-Parliamentary Union Assembly is carried out in order to ensure appropriate conditions for media representatives to prepare and disseminate complete and accurate information about the 137th Inter-Parliamentary Union Assembly events.

1.2. Accreditation of media representatives is mandatory for attendance at the 137th Inter-Parliamentary Union Assembly events.

1.3. While carrying out their work, media representatives must respect the rights and lawful interests of the 137th Inter-Parliamentary Union Assembly participants and staff, and comply with generally accepted ethical standards.

1.4. In an effort to provide the most comfortable working conditions and prompt access to all necessary resources, and the limited infrastructure capabilities of the event venue, the number of media representatives that the 137th Inter-Parliamentary Union Assembly is able to accommodate is limited.

1.5. The the 137th Inter-Parliamentary Union Assembly Organizing Committee may increase the quota upon receipt of an official request from a media organization if there is a valid reason for such a request.


2.         Accreditation of media representatives

2.1.      Accreditation procedure

Both Russian and international media representatives can apply to participate in the 137th Inter-Parliamentary Union Assembly, subject to the following conditions:

– those who normally work in the Russian Federation must be accredited by the Russian Ministry of Foreign Affairs

– international media representatives not accredited by the Russian Ministry of Foreign Affairs, in addition to submitting an application via the official website, must also send a letter to the 137th Inter-Parliamentary Union Assembly Organizing Committee requesting accreditation for the 137th Inter-Parliamentary Union Assembly on their organization’s official letterhead (sample letter)


2.2.      Accreditation quotas for media representatives:

– Newspapers: 3 people (2 journalists, 1 photographer)

– Magazines: 2 people (1 journalist, 1 photographer)

2.4.      Procedure for issuing accreditation badges to media representatives

– There is a record of a confirmed accreditation in the 137th Inter-Parliamentary Union Assembly database

– Upon presentation of a valid passport (whose number must match the number provided in the application form), and:

– For Russian media representatives: upon presentation of media credentials or, in the case of badges issued under power of attorney, upon presentation of an official letter on the media organization’s letterhead with the signature of the head of the organization or head of HR, and the organization’s official stamp (sample letter)

– For international media accredited with the Russian Ministry of Foreign Affairs: upon presentation of a Russian Ministry of Foreign Affairs accreditation card

– For international media not accredited with the Russian Ministry of Foreign Affairs: upon presentation of media credentials (press card)

Acknowledgement policy

When official information or direct quotations from Assembly participants are used in media materials, they should be accompanied by a reference to the 137th Inter-Parliamentary Union Assembly, and the source of the information must be credited. Electronic media should include a link to the 137th Inter-Parliamentary Union Assembly website. Alteration, embellishment, or distortion of any copied (cited) information is strictly prohibited.
